If your previous account is merely a user account, it's not able to sign in the admin center and thus associate the new subscription. And to buy/sign up for a new M365 business subscription using an existing M365 for business account, this account needs to be an admin (role) account, because Microsoft will associate the upcoming new subscription to the existing tenant in the Microsoft 365 admin center. It all depends on the records and settings in your previous organization's Microsoft 365 admin center ( ). So, based on my understanding, there's nothing to do with the clearing of cache. Therefore, it's usually the org IT admin that signs up for the subscription, creates user accounts and assigns them to staffs in the org.
